Why is UK hotel VAT so high?

From 1 July 2011 the VAT on hotel accommodation in Ireland will drop from 13.5% to 9% as the Irish government seeks to stimulate job creation and support domestic tourism. 

This means that just about every country in Europe now has a significantly lower rate of VAT for hotel accommodation compared to other goods and services.
