After consultation with the industry the voluntary agreement has been drawn up by the Government-funded organisation WRAP (Waste & Resources Action Programme). Part of WRAP’s remit is to work closely with the sector to support change that delivers both commercial and environmental benefits. Its programme is supported by all four UK governments.
